  2. All of those answers are completely wrong (except the one above). It looks like some kind of crazy fender skirt. I don't know if there's an official name for that.

  4. On that particular car, its part of the bodywork. As you can see from the photo, when the door is closed, it would meet up with that part of the bodywork. It looks as if it tilts forward to line up neatly with the door.

    In the 50's, 60's and 70's some cars added panels called 'spats' to the rear wheel wells to cover the wheel. This was popular on streamline type cars, as well as race cars, as show in this picture of a Jag.
