A standard set is usually with a driver, 3 wood, 5 wood, 3-PW irons,  sand wedge, and a putter.

You are limited to 14 clubs.

Of course a putter.  A pitching wedge is good to have.  A sand wedge and a gap and lob wedge are optional but I recommend them.  It depends on how many hybrids you want (a mix between a iron and a wood) but I suggest 9-6 iron with a 5 hybrid or 9-7 iron with a 6 and 5 hybrid.  You want a driver and 3 wood.  It depends on what you want but you can choose between a 4, 5, 7, and 9 wood for your other woods.  Lastly you can only have 14 clubs in a set.

It's like asking what flowers are needed to make a bouquet?  It depends on what you like and how you play.   But a standard set of golf clubs is a Driver, 3 wood, 5 wood, 3 thru 9 iron, pitching wedge, sand wedge and putter.  Rules allow for 14 clubs in a bag.  Some folks use other wedges and get rid of a wood (lob wedge, gap wedge) or use hybrids instead of irons.  Good luck

That's how most sets are sold and actually the putter isn't usually included.  Sand and lob wedges are add ons. some people substitute a 7 wood for their 3 or 4 iron because they are easier to hit.
