What government offical would i cnt about lack of transportation funds for the city?

If there was a bill in the lower house of Congress that would reduce the amount of transportation funding your city receives, who would you write to express your concerns

Like What elected official would i contact.. what would there title be etc. I know the person would be different for each state. but just in general who would you contact. thanx but specifically who would i contact in California city Los Angeles.
