When the coinage of a country started to really be needed for trade and business at home, it was known pure silver was out, as well as just putting a silver wash on a copper core. One of the most powerful countries around was England and it had possessions all over the world it was important to have a standard for it's coin age and they came up with .925 and was called sterling. The term Pound Sterling is well know to coin collectors who take the time to be come numismatists. So .925 has been a standard for many generations of people. They have now refined silver to .9999 but .999 is more common and either are called pure silver by the general public.
