not sure but go to a gov site like your local council (use google much easier) and if they dont have info there , email and ask who you could contact.

Try the Carbon Trust.  Also try your local authority. I've heard that the singlemost effective thing you can do to improve the energy efficiency of your home is to improve the insulation, and I know our local authority will give grants for that.
