What hapend to bopo cards i cant use them any more or load cah on them?

one of my mates said thay stoped the service if this it true can some one tell me a card that works with pay pall like bo po and if thay are not pre payed what the best bank account i can use that works with paypall oh and imm (15 years old) so take that in to consideration
