will i just get a fine and penalty and have to register again or will they tow my car?

that's what it says on the site.

Planned Non-Operation (PNO) means the vehicle will be stored and not operated on any public streets or highways after the expiration date. ***** If you do operate this vehicle on any streets or highways after the expiration date and have not paid the full registration fees, you will be required to pay substantial penalty fees in addition to the regular renewal fees. (Reference Vehicle Code Sections 4604, 4604.2 and 4604.5.) *****

it'd sound like it'd just be a fine.. which i can deal with because i don't really drive the car but sometimes i do .. but i have a second car that i use the most.

  1. it will be impounded, and any fees including storage that accrues, you will be subject to paying. (fines and penalties.)

  2. If a cop runs your tags, it'll get towed and you'll get hefty fines. The laws may vary state to state. In CA, if registration is 1 year past or not correct the car gets impounded (happened to me). They take it on the spot and you're left on the side of the road! This happened to me the first time I drove on the freeway and my parents hadn't informed me the tags were expired, the cop didn't give a hoot, I had to beg the tow truck driver to give me a ride to a gas station where I made a collect call to a relative to pick me up.
