What happen to cedar rapids?

I know about the flood and the river rising but how did the river rise is it because of rain or other rany eason?

think it something to do with Tornado hitting the area ..

With all the tornadoes and all the rain the rivers could not hold the water. It is still expected to rise. Here is an awesome article that explains the situation.
