It does absolutely nothing. There has been research proving this. The main reason is because the crew wants your attention when they are going over important safety information so you know what to do in an emergency. It's also for common courtesy to other travelers.

Actually, I'm pretty sure it was the FCC that banned cell phone usage on airplanes and not the FAA at all. Several airplanes manufacturers including Airbus and Boeing have done very extensive research and found out that cell phone usage has something like a 0.001% chance (if that) of interfering with the VHF and UHF frequencies used by aircraft.

I'm not sure why the FCC would ban cell phones from being used on planes (or if it was in fact their decision), but I'm fairly certain that the whole 'cell phones interfering with airplane radio and navigation frequencies' story is nothing but fiction.

So, to answer your question, nothing would happen (except that you might get fined if you're caught).
