What happened? Vista HOME PREMIUM net send * message doesn't work??????

Question

Ok, I tried to send a message to all the computers on my network but couldn't?? What gives? Is there any (free) program that can do this from Vista Home Premium?

Here's my thought...I was trying to test it and found I can't. My thought was I can use it to make announcments to the users of my internet connection (all the LAN computers) with important information...or notices. All the computers have either Vista or XP.
