  1. According to Steve Lowery's Wikipedia page: "In 1998, Lowery was involved in a bizarre incident at The Players Championship, in which his successful approach shot to the infamous island green on the 17th hole was stolen by a seagull (which subsequently dropped his ball into the adjacent water hazard). Under PGA rules, Lowery was allowed to replace his ball with no penalty"

This explanation is correct (despite the inaccuracies that all over wikipedia) according to PGA Rule 18. which states:

Rule 18. Ball at Rest Moved

    18-1. By Outside Agency
If a ball at rest is moved by an outside agency, there is no penalty and the ball must be replaced.

And before you ask, yes, a seagull is considered and outside agency and not a "course hazard" as stated in the previous answer.

Lowery hit his tee shot onto the green - only to watch in disbelief as a seagull swooped onto the green and picked up his ball, carrying it into the air and dropping it in the water. The whole sorry episode was counted as a course hazard, and so Lowery was forced to tee off again, eventually scoring a bogey.
