What happened to Youtube's "watch in high-quality" video-watching option?

I'm guessing that they've removed it? I'm pretty disappointed.

It's only on certain videos.

EDIT: Actually, it depends on the quality of the source video. If you upload a video from a video camera, you're probably going to get the 'watch in high quality' option. However, if you upload a low quality cellphone video, you're not going to get that option. It's just youtube's way of saving bandwidth, so that they don't have to give out the high quality version when the person might not even care or watch the whole thing.
