What happened to garra in naruto shippuden , will he come agian after he was brought back from death ?

He hasn't been shown yet even in the manga.  I guess everyone is wondering how he will be like without his powers. We just have to wait.

The real problem is that he would be horribly weak compared to everyone else in the story. Shukaku gave him a huge supply of chakra, that without it, it's possible some of his bigger signature moves are no longer within his power. Also, the sand won't automatically protect him. He can still command the sand, and as such could still block with it, but it would require his own concentration and chakra, which it did not before. With less chakra overall, this wouldn't be a very effective use for it. So he'd have to learn to do something he's never done before: dodge.

Until he learns to dodge, he's probably not even Chunin level in skill.
