What happened to my dollar on giftcard?

I bought a Visa Giftcard and I wanted to put it on my paypal account, so I did, but when I checked my Giftcards balance on Giftcardmall.com/visagift, under "Pending Transactions" it said, PAYPAL (Random Number here) (1.00). Do I get this dollar back? because my brother is trying to convince me that I do when it moves into finished transactions. Is this true?

(I had 25.00 on it, now its 24.00, and I need exactly the 25)

Most of these gift slash debit card charges fees . This is a relative unknown practice but a lot of the big name retailers do this. I believe its a bad practice but it is routinely done.
