They are in a bit of a stalemate right now. They don't have the required votes to override a veto. So they are only capable of pushing through legislation that either the president will sign, or that a significant number of republicans are willing to vote for despite the president.

they passed the vast majority of their plans in the house, where they have a majority... (if you know of any plans they haven't passed, I would be curious what they are?)

some got hung up in the senate by Republicans who didn't want to play along... you need 60 votes, they only have 51...

some were passed by house and senate and either haven't been signed by Bush or have been vetoed...

some passed, like minimum wage...
