What happened to the "NEW Look" Yahoo was changing to?

It is already there - go to:

http://www.yahoo.com

If you do not see it click on the "preview new yahoo page" link on the top. The new yahoo page utilizes new web technology like AJAX (Asynchronous Javascript and XML) and hence it requires latest web browsers. Due to this you will see portions of page getting refreshed on click (instead of the whole page being refreshed).
