i dont know about the 19 year old passenger but for the learner his permit will be suspended for a a year thus prolonging the process of getting yo license

I can't imagine them hasseling you to much about it. Your so close to 18 they would probably just tell you not to do it again. I mean unless you run into a building or kill someone. If your not doing anything wrong the cops have no reason to pull you over. My suggestion do it just don't get caught.
