You don't make payments "TO" paypal.  Paypal is a way to make payments, just as a wire is the connection between two telephone handsets.  It's a means, not an end.

If you owe them money they will come after you for it and will trash your credit rating. The same result you would get if you tried to stiff anybody else you owed money.

you don't make payments "TO" Paypal - you use Paypal to MAKE payments. If you aren't buying anything, there is no need to use it - just leave the acct alone. If you are buying stuff on eBay, most sellers prefer Paypal pmts and some REQUIRE it - doesn't cost the buyer anything to use Paypal to make payments, just the buyer
