  1. Oxygen is not required form photosynthesis.  In fact, removing O2 from the atmosphere usually increases the rate of photosynthesis.

    Water is a different story.  Water is essential for life processes in all circumstances I can think of.  Indeed, life on earth can be thought of as occurring in an aqueous solvent.  If you are wondering about the special role of water in photosynthesis then the answer is still pretty much the same.  Water is essential for higher plant type photosynthesis.  It is the source of electrons needed for CO2 fixation.  The waste product is O2.
