  1. You don't say what state, but generally this is a bad situation to be in.

As I understand the question, you are underage for a permit to drive.  You father does not want to let you drive on the streets because he is afraid of what the police and courts might do.

Your father is a smart man!  If he is in the car while you are driving, he gets a ticket for letting you drive without a license.  You get a ticket for driving without a license ... and both of you pay the court fines.

If you are alone and driving without a license.  You get a ticket for driving without a license.  The car get put in impound, and your Dad pays for the impound fees, you pay for your ticket ... and the court collects again!

Not worth the trouble!  Wait until you are old enough to qualify for a permit!

  2. you are not allowed to drive without at least a permit.  if you have your permit only you have to drive with someone over the age of 18.  if you were driving on a road and got stopped or in an accident your dad would be liable.  if for some reason you did get a ticket for driving with out a license and you are under age... some dmv's will not allow you to get your license until you turn 18 as a punishment because they consider a drivers license as a privilege.

  3. as long as he is a licensed driver you will be fine.
