No, because Norway does not allow dual citizenship except in special cases.  If the American wanted to gain Norwegian citizenship, he would have to immigrate to Norway with the Norwegian spouse, live there for several years and then would be able to apply.  He would have to renounce his US citizenship before his Norwegian citizenship would be granted.

    If they chose to live in the US, the Norwegian spouse would also lose their Norwegian citizenship if they decided to take US citizenship.

    However, if they each keep their citizenship, their kids could be dual citizens.
