Question:

What happens if armed police shout at a deaf railway passenger to drop to the ground?

suppose that unfortunate passenger who was suspected of being something other than an innocent rail passenger at Bournemouth station, had been deaf. Would he have been shot then for not obeying instructions to get down on the floor? Is there a contingency for this sort of thing?

  1. very likely the poor person won't get up again.

    obviously did not work with the poor chap who got shot and killed on the underground, Charles de Menezes,  a suspected terrorist, no gun, the ridiculous thing was they had followed him all the way down to the underground and onto a train, why if they thought he was suspect didn't they stop him well before, too many cases like this.

  3. I expect the deaf person will be shot dead and once they're dead no one, part from annoying relatives, will even know the person was deaf.  I mean, the fuzz won't have a clue, will they?

  9. Part of the training to be a police marksman will hopefully include instructions on interpreting potentially armed suspects reactions. A deaf person is like to not react at all. A hearing person is likely to react in a number of different ways. These police officers have very little time to make their judgement calls. If they get it wrong one way, and innocent person could die. If they get it wrong another way, 50 innocent people could die in an explosion. I don't envy them. The key is that they follow procedure.

  10. Well it wouldnt have taken long to realise that they guy was deaf now would it?  They behave and react differently - so very quickly someone would have realised something was wrong and would have handled it accordingly.

    You can but hope that is how it would happen anyway.

  12. You do not get shot for disobeying, you get shot when you are a deadly threat. As long as he didn't make any aggressive movements, or reach inside his clothing, he would be fine.

    The fact he was not complying would raise the concern of the officers, but I would expect the passenger to point at his ears, or give some other indication he can not hear.

  13. It doesn't bear thinking about. I know a lot of deaf people and they don't have 2 heads, sometimes it is very hard to tell they are deaf just by appearances. Not all deaf people can lip read and you would have to be in their line of vision for them to see your lips moving anyway. I have yet to meet a Police Officer who can sign, that's why they have to call members of the public in to translate for them.

  14. I would hope that the police would have some type of information on this person to know if they are deaf or have any other medical conditions. They will not shoot the person unless they are a threat to society or have lashed out at officers, etc etc.  Police draw their guns to fear the suspect, they don't often shoot or have a shoot out.

    differently, and so would the police.I think a part of their training,is to know if a person is deaf and dumb.

  16. the police would either tackle him, or shoot him in the leg, to incapacitate him, but if hes just standing there, taking out a ticket, even if he is oblivious to the police standing there with sub-machine guns, shouting at him, its hardly threatening so they probably wont shoot him, they will approach him with caution, the police ain't that dumb, they would guess that he is deaf after awhile. they ain't the SAS, they wont shoot now ask question later, they have procedures for "uncooperative people" that aren't a threat
