  1. You get a fine for more than you were supposed to pay for and possibly a short trip to jail.

  2. If the seller sends you the item and you do not send back the payment you agreed on, this is considered fraud and is taken extremely seriously by the authorities.  I'm not saying you'd have the FBI knocking on your door, but all it takes is a call to your local police department and you could suddenly be investigated in everything no matter what you've done.  Just don't do it.  Seriously.

As far as if it's normal to send the item before receiving the payment, well, not really, but the seller could have thought the payment was already in the mail or was just being naieve.

  3. Well its morally wrong, of course.

I suppose whatever site you found the person through would ban you, forcing you to not be able to do any further business through them.

If there is an agreement somewhere, you will be held liable for payment however.

I hope that you are planning on paying, however.

  4. Sending the goods before payment is very surprising. But if you do not pay, they can eventually send collectors and also damage your credit score. It is not worth it.
