Depending on where you are I would go to the embassy or if your are in another state DMV. I would always carry another photo separate from your passport just in case you need another passport.

go to or call your local embassy ( if your international)  ive heard that if you report your passport stolen you can get  some sort of temperary travel visa thingy that will allow you to go home. good luck

In the United States you can tell TSA you lost your ID and they will make you answer a series of questions and do bag searches as a substitute for showing an ID.
