Nothing, because possession of devices used to smoke marijuana is not illegal under any California law of which I am aware.  (See Health and Safety Code section 11364.)  I do not know what law mikeyso is referencing, so if there is one, maybe he will cite it for us.

Virtually nothing.  It's the same crime as being under 18 and possessing cigarettes or a tobacco pipe.  The law does not provide for confinement time.
