  1. Get a copy from DMV, the previous owner has to get it.


  2. The car is not legally yours until both you and the previous owner sign the title, and you take it to your tax office/DMV, pay the taxes and get the title transferred into your name.

    In this case, the previous owner would have to go apply for a duplicate title and sign it over to you.
