  1. Just take a utility bill (Proof of residency) with you to the license office, your birth certificate or passport, and get your license. Who is going to know you've been there that long if you don't tell them.

  2. If you go and change it now, they will likely give you a lecture, end of story.  If you get pulled over before you do it, you will get a ticket.  If you have an accident before you do it, you will have all kinds of trouble you don't want.

So, take your proof of residency and get your Penn licence right away.

When they ask your moving date, do not lie, that is an offence.  When they tell you it should have been done long ago, look sheepish, and say you didn't know you had to.  Play like a dummy, but do not lie about when you moved.

  3. Unless you actually got pulled over in the last 2 years, they are never going to know that you were driving.  So I don't think it will be a problem.  There are no penalties if you don't do it in 60 days, the only problem is you can't drive until you do.

  4. Ignorance of the law is no defense. All states require you to surrender your old license and obtain a new one within so many days of establishing residency. In AZ where I'm at you have to do it immediately. They don't even give you 30 days.
