  1. you found gambling website that gives credit?

  2. When you go to a gambling web site, you have to make a deposit before they let you play.  They make sure they have the money before they let you gamble with it.

But if by some weird sequence of events you ended up owing them money, there is nothing they can do.  They are based offshore and the last thing they want to do is get the media attention of a high profile court case.

  3. You can owe money to a gambling site in a sense through what's called a chargeback where the customer disputes the validity of the transaction and the credit card company "charges back" the merchant.  So in that sense you've received the credits from the gambling site but didn't end up paying them for it.  If they don't end up getting their money from you they can ban you from their site but in these cases the cost of collecting the money from you assuming that this could even be done exceeds the amount that they are looking to get paid so these costs are written off.  Depending on the deposit method there's other instances where similar situations occur but the result is the same and they don't send anyone to break your legs or anything :)
