  1. It is pretty much impossible to jam it in there tight enough to stick.  After some pressure builds up, it shoots right out, but not like a rocket, more like a nerf bullet.  Even if it didn't, the heat would shrink it and it would pop out anyway.  Here are videos of attempts (failed) to block the exhaust.

    4 of them jammed tightly one after the other will probably stick well enough to keep a car from running.  That is the worst that can happen, a car will not explode.

    My guess, you'd end up with a nasty tasting potato.  

  8. Assuming the exhaust system is intact and not leaking, you can stop an engine by plugging up its exhaust outlet.
