  1. It depends the population density of the area.  Most time zones are not straight lines running from north to south.  Time zones are sometimes moved at the request of local, state, and federal governments so large groups of people can share the same time, but not always...

Phenix City, AL and Columbus, GA are basically the same town.  However, the Chattahoochee River puts one town in the Central time zone and the other in the Eastern time zone.  It can be very confusing.  For instance, getting up at 8:00 am EDT in Columbus and arriving to work at 8:00 am CDT in Phenix City, an hour later!

  2. THE TIME OF GMT IS DIFFERENCE UPTO 5.30 LONGITUDE

  3. You can stand on one side of the state border where it's 3 PM and on the other it is 4 PM.  The world is divided into 24 time zones and the U. S. has 4 (excluding Alaska and Hawaii) which are somewhat correlated with the vertical divisions of the 360* (degree) globe.

  4. Whatever the local government decides as its Time Zone, e.g.--Not all states in the U.S. are on Daylight Savings Time...!!

  5. In the first half of the 19th century, each town or city set its own clocks as it wanted to, usually by setting them to 12 noon when the sun was at its highest..  As railroads expanded, the need for standard time became apparent, so schedules could be printed.  This started in England about 1840.

By 1883, again because of the railroads, standard time was instituted in the US and Canada, but here the countries were so broad from East to West, that time zones were necessary.  When it is noon (the sun at its highest) in New York, the sun has only been up a short time in California.  The decision was made and written into law, so that all cities within a time zone would set their clocks the same.  Some local exceptions are possible, for example for Indian reservations or for suburbs of big cities across a zone boundary.  Basically, it is an agreement or law requiring areas to observe the clock in a standard way.  When you cross a boundary, you set your watch up or back an hour.  When you fly from NY to LA, you set your watch back 3 hours.

Of course, by now there are standard time zones all over the world.  Roughly, one time zone corresponds to 15 degrees of longitude.
