Simple explanation:

What normally happens on a computer or similar media storage device is that the file location information is erased. Thus the location where the pic/video is stored is marked OK for reuse.

The actual pictures/video is not erased unless you use special erasure software.

You can, unless the file is overwritten, retrieve the pic/video with undelete software.

The files are not deleted. The disk 'space' is made available, and the file name is changed. (Sometimes only the first letter or two.) So let's say you had a computer full of p**n pics, and you delete them. Then the cops come and take your computer. They will find most of your pics.!!! (Unless you have wiped all of the unused space on your hard drive with special software..)
