I know K9 training and their upkeep is paid for with confiscated drug money.

It is supposed to be split between the agencies that seize it and the ones that prosecute it--- to do whatever they want with it--give bonuses, buy equipment, etc.

They skim about half and waste the rest

The depts keep it and use it...similar to cars that are seized, they are now City/County property b/c they were used in the commission of a crime.
