What happens when a governor declares a county a state of emergency?

last sunday, we had a tornado go through our county killing 1 and injuring many others. the governor came and declared our county a state of emergency? What happens when he does that? What does it do?

  4. As far as I understand it, normally when a governor declares a state of emergency for a particular are within their state, it frees up money and other state resources for local authorities to use for emergency services to help people get through the emergency at hand.

  5. I beleive it shuts down commerce, and allows for military presence and supposedly gun confiscations...but I don't know how they pull that off
