What happens when a governor declares a county a state of emergency?

last sunday, we had a tornado go through our county killing 1 and injuring many others. the governor came and declared our county a state of emergency? What happens when he does that? What does it do?

As far as I understand it, normally when a governor declares a state of emergency for a particular are within their state, it frees up money and other state resources for local authorities to use for emergency services to help people get through the emergency at hand.

I beleive it shuts down commerce, and allows for military presence and supposedly gun confiscations...but I don't know how they pull that off
