  1. The seller has the option to relist, and if it sells after the relist the seller don't have to pay for the listing fees, if an item ends and you want it and didn't get to bid you can contact the seller they may relist it for you as buy it now

  2. concerning buyer-

a lot of times the seller will relist it sometimes at a lower price. sometimes they don't relist at all and you never see it again.

    concerning seller-

the seller loses the listing fee but doesn't have to pay the final value fee (ending commission). option to relist; if it sells the second showing then you don't pay the listing fee for the second time but will pay the final value fee. if it doesn't see the second time you lose listing fee again.

  3. If you are the seller- relist it. It kinda sucks because I think you have to pay again.

If you were/are the buyer- email the seller AS FAST AS POSSIBLE and tell them you wish to buy the item but never bid on it. Most of the time you can pay them lower than what they listed the item as, because they're eager to get rid of it. (Don't try and give them too much of a lowball bid- it will p**s them off and they might not sell to you) The nice thing about this is that you don't have to bid against others. The bad thing about it is that you can't leave feedback and if they s***w you over there is no recourse.
