  3. It is loss of game.

    Any time the cue (white) ball goes off the table when shooting the '8' ball it is loss of game. Whether the '8' (black) ball goes into the pocket or not.

    No big deal on any other ball. Just ball-in-hand to opponent (if you are playing league rules). Otherwise, it's just cue ball behind the head string.

    The player loses the rack if he:

    (a) pockets the black ball on an illegal shot;

    Shooting the white off the table is a foul:

    6.1 Cue Ball Scratch or off the Table

    If the cue ball is pocketed or driven off the table, the shot is a foul.

    However, if the black wasn't pocketed, then it's just a foul and the other person has ball in hand in baulk.
