It creates the eternal cycle of eventual and sure destruction. I mean, apart from what the others said about destruction bringing on more destruction and cruelty being paid back in its own coin, it can also be the symbol of life which is a circle from birth to death in which with every moment of living we walk slowly and surely towards death.

it may become like a chain or a circle. it also means that if you are destroying some one .....then that does not mean you are safe...even you are in danger. and it also means that two things are fighting each other and some time or later, bith of them are going to die.snake is the symbol of fear and anger, danger. but when it is said that snake swallow each other...it implies that even the powerful and cruel creatures cannot escape the fruit of what they are doing.....if one is destroying another...them the other one also will soon be destroyed..
