What happens when you cash a check that has been canceled?

My mom's roommate was waiting on a check to come in from social security and since it was taking so long, he called them. They said that they had no record that it was sent out so they canceled it and issued a new one. Of course, he gets the mail later today and there's the canceled check. Before calling social security to tell them, he just cashed it. I was wondering what will happen since that check had been canceled but he cashed it anyway?

he may getintrouble kuz that is fraude he needs to call social security up and tell them he cashed it and that he will sent tha other one back to them
