What happens when you miss a court date for driving without insurance?

I am located in Delaware, so if anyone know the specific laws here that would be great. Here is the story: my boyfriend was pulled over about two years ago for having expired tags and expired insurance. He was issued a court date and didn't go (I guess he forgot or something...). Yesterday, he tried to register a car at the DMV and found out his license is suspended. He has no idea how long it has been suspended for... the DMV told him that he needed to call the court to set a new date. What kind of fines is he looking at? Have the fines been increasing because he missed court? Thanks in advance for any advice.
