What has McCain done about our dependence on foreign oil during his 26 years in Washington?

Not a whole helluva lot.  What did anyone, especially those champions of energy independence Bill Clinton and Al Gore do to further the cause during the last 26 years?

Oh yeah, gas was cheap during the 90s, so no one cared.  I remember now.

Edit:  OK then, what have Obama and Joe Biden done to reduce our dependence on foreign oil?  Biden's been around longer than McCain, and I don't really remember any great strident voice from Delaware in the 80s or 90s proclaiming that we need to rid ourselves of dependency on foreign oil.
