What has Russia done about Global warming? What is Russia Policy?

I am a student from a high school and I am enrolled in a class called Model United Nations. This is classi s a simulation of a United Nation Conference. I represent Russia and doing the topic global warming. I want to know what is Russia's policy on global warming. I need to know for the conference tomorrow because I had only 1 week prepare. I need to know their policies so then I can come up with solutions.

  1. Well they signed the Kyoto Protocol stating they would keep their emissions below the 1990 levels.  They are doing better than any other country because they have significantly reduced their overall emissions by nearly half. They were quite genius in doing this too, they didn't reduce the emissions from each plant or even make any plant less-polluting, what they did was to crash their economy in 1998. they have done such a good job in not recovering that Russian production is still far below 1990 levels and not predicted to pass it until 2020. I think at this point most people and factories there are struggling to get by and don't really worry too much about the whole global warming issue.


  2. I think you'll find they follow both Kyoto and the EU standards, they're not perfect but they are trying.
