What has the Italian Government done to bring Industry to the South of Italy?

  1. From what i heard, the state gives a free patch of land, and sinks the taxes they have to pay.

    But unfortantly this doesnt work, because the Camorra, Cosa Nostra and the Mafia dominate everything.


  2. Many Italian Governments have offered in several occasions attractive investment incentives to Northern and also Central companies to displace at least a part of industries to the South of Italy (aka Mezzogiorno).

    These facilities have been granted under different forms ( low interest loans, tax remissions on profits and on waves, building areas donations, etc.) but excluded a few exceptions have never been successful. The most worldwide known reason of this flop is the massive presence on that territory of the mafia (with all its derivatives camorra, 'ndrangheta and sacra corona unita) but I guess there's also a not likewise popular problem. The fact is that, quite obviously, in those areas industry tradition is not at all deep-seated as in the rest of Italy and then it's totally missing the workers training (both  vocational / professional) either by direct experiences or school courses.

    Industries which had finally arrived there have always met with workers fatally not ready to accomplish with their job and their insertion in the industrial process has always been an huge issue that in the long-term has more and more discouraged further industrial investments and contributed to persuade the general opinion problems were widely more and bigger than actual advantages.

    I personally believe this is really a tough problem that could be finally solved provided there is a complete change of strategy in affording this matter. The very first starting point should be the complete eradication of the criminality since I guess it's no use to displace over there companies that are obliged to pay protection money to mafia or others without offering them the possibility to go on working even if they don't pay. This could be obtained with a tighter control of the territory and a better administration of the justice that's an additional issue in our Country (though extended to the whole Italian territory). After then it should come immediately an effective professional training made through reliable schools which are really teaching how to work and not, like they have always done and been up to now, just an easy way for the teachers to get an undeserved salary.

    I know it's not at all easy but all the past experiences have widely proved that any effort of industrialization of the southside has always failed due to above points and then I think it's completely useless going on with all of us paying taxes for these hopeless State aids.
