  2. Private tendering (pay cheaper money, lose goodwill, get a c**p service, but a cheaper one).

    The fragmentation of the NHS, through the formation of Trusts, then abolishing them, then reforming them in all but name with PCT's, then foundation hospitals.

    Targets.  Some are good, some are c**p, such as the four hour wait in A&E.
