If they can see properly...so they check the eyes 1st.

None that I am aware of, the responsibility would be with the hosts to ensure safe conditions.

Once the ground is handed over to the umpires, they usually look for the condition of the pitch, the sqaure and out field.

Maintaining law and order is not their responsibility, basically, whatever happens outside the boundry ropes, is not ther concern!
