Not possible to know by looking at someone.  Most, if not all people, are actually mixed of many heritage.  Maybe all your ancestors for the last several decades were from one place, but prior to that, people have been known to migrate great distances, and you are a combination of all your millions of ancestors.  It is mathematically unrealistic to think that all those millions of ancestors are from the same place.

Hard to tell from pictures, there are many ways to figure this out.  The simpliest is to look at family surnames and try to trace them back to where they came from.  This is probably the most accurate way to find out.  You can do a Mtdna test and find out what your direct maternal line is and if you have a brother have him do a y dna test and it will give the direct male line.  These tests cost tho.  Probably the most painless way is to start tracking down the family genealogy-there is alot of help out there-you can start by listing siblings, parents, aunts, Uncles, grandparents and so forth as far back as you can.  This will start the process.
