It's kinda like "Carrie." Except, it was done in the late 90s with this brunette who kills all her mean schoolmates with telekinesis. She had these barb-like patterns on her face and body when she used her powers. There was fire, and it was a bloody film. I know that it's not specific, but can you please tell me what it is?

The girl was a relative of Carrie's, or something along those lines.
