  1. It is strongest when it is less diffused by the atmosphere, so when the sun is directly overhead is the moment it is strongest because the energy travels through the least amount of the atmosphere.

    This is more or less at Noon, but varies because time zones are limited in their ability to adjust the time perfectly to this time of day.


  2. The sun's rays are the most direct at local noon (disregarding daylight savings time of course).  At this time, the sun is the highest overhead, meaning that there is less atmosphere between you and the sun's rays, making them more intense.

  3. The sun is strongest at true noon (when it is directly overhead).  Since it is rarely true noon at 12pm, it's give or take 1-2 hours before and after.  

    So, in short, the sun is strongest approx. 10am - 2pm (from an earth perspective at least).

However, the ground heats up during the day and local weather patterns, wind chill etc can all lead to a day feeling hottest in the middle of the afternoon. If you're concerned about sunburn, then the peak period is about 11am to about 3 pm, but you're recommended to limit exposure to short periods or risk burn, and don't forget to wear a hat, lose clothing, sunblock and stay in the shade.
