Dogs don't have capacity to commit criminal offences, nor do they have capacity to be sued civilly.

However, their owners do.  If my dog attacks your dog and injures it, I could be liable for your vet bills, depending on the circumstances.  I suspect that a similar analysis could apply in this scenario, if you could demonstrate loss.
