What if ebay seller doesn't ship the item

Question

Let's say I buy a machine for 600 dollars. What if the seller does not ship the item after I pay him (through paypal)? What can I do? How am I protected? Can I send the police after him?

you file a disbute on ebay and they usually get your money back

You would file a claim with paypal for non receiving of the item purchased and paypal will investigate it and if they determine you did not get it , they will refund your money and let you know of their decision, also contact ebay to let them know of it/
