What if my behind the wheel training doesn't give me certificate of enrollment?

i enrolled in my behind the wheel training and they told me i couldn't drive because i didn't have my permit and i explained to them that i needed a certificate of enrollment to obtain my permit and they just said i needed to just go to the Dav and fill out a DL 44 and take my written test. but i thought in order to take my written test i had to have a certificate of enrollment?? so do i need one or can i just take the written test and show them that i have completed my drivers education only??
