cocaine distribution, but was spun as a blackmail plot? So that the royal in question could not be named and or charged?

  1. That is not how it works. They could still be charged if it was deemed to be in the national interest (not likely) or if there was enough evidence (blackmailing tends to question validity of accusers).

    And anyhow, the royal family were asked to pay £50000 for the tape.  That is blackmail.... you can't spin that any other way.
